Congressional Promise Tracker Compares What Lawmakers Said With How They Voted

A preview card for The Lobby promise tracker. Did they keep their word? Promises from members of congress checked against their activity in office.

The Lobby promise tracker

Every promise sourced to the member’s own words and checked against the bills they backed and the votes they cast.

DENVER, CO, UNITED STATES, October 20, 2026 /EINPresswire.com/ -- With early voting under way and Election Day on November 3, The Lobby launched its Congressional Promise Tracker, which sets what each member of Congress on the 2026 ballot has said they would do beside their record in office. It covers every member of Congress running for re-election in November, 383 in all.

Each promise starts with the member’s own words: their campaign website, official releases, ads, interviews, debates and news stories that quote them, with a link to the source. The tracker then reads the bills connected to that promise and the member’s record on them, including what they sponsored and cosponsored, how they voted and the amendments they offered.

Each promise checked gets one of four verdicts. Kept means a bill they backed became law, or they cast the final vote they promised. Tried means they introduced, cosponsored or voted for a bill that has not become law. No action means bills on it came before Congress and they backed none, or their record shows nothing on it. Contradicted means they voted against a bill that would do it, or for one that works against it.

A member’s score out of 100 averages those verdicts and adds their attendance at roll call votes. No score is shown until at least 20 of a member’s promises have been checked.

Of the 10,718 verdicts published so far, 65% are rated Tried, 23% Kept, 11% No action and less than 1% Contradicted.

Of the 334 members with a score, the median is 78 out of 100. The medians for Democrats (77) and Republicans (78) are within a point of each other. The other 49 do not have a score yet, all but one because fewer than 20 of their promises have been checked so far.

The tracker is part of The Lobby’s 2026 Midterm Field Guide, which covers all 435 House races and 35 Senate races state by state: each incumbent’s record, the campaign money and the redistricting maps. Every score, the verdict totals and one fully sourced promise per member are free. The full guide, with every promise, its verdict and the bills and votes behind it, costs $99. Journalists can request full access at press@thelobbynews.com.

The tracker is not a ranking or an endorsement. The Lobby does not tell readers who to vote for, and it holds both parties to the same measures. Verdicts are decided by computer models applying published rules to the public record, and each verdict’s reasoning is shown on its page. A person does not review each verdict before it is published. The full method is published on the site, and anyone, including campaigns, can report an error at thelobbynews.com/2026-midterms/corrections. Corrections are made on the page and noted.
